The idea behind the scheme is to identify specific areas where there is a need for development and to allocate resources to these areas accordingly.

All One__One__ Scheme by Central and State Government

The scheme has several different components, each with a specific focus. For example, the One Panchayat, One Playground scheme is aimed at promoting sports and recreation in rural areas by providing playgrounds for every Panchayat. Similarly, the One District One Product scheme focuses on identifying and promoting unique products from each district, in order to boost local economies and encourage entrepreneurship.

Other components of the scheme include the One District One Sport scheme, which aims to identify and promote talented athletes from each district, and the One District One Export scheme, which focuses on identifying potential export products from each district and providing support to local producers to help them take advantage of export opportunities.

Overall, the “All One…One…Scheme” is a comprehensive approach to development that seeks to address the needs of different communities across India by promoting equal opportunities and resources for all.

One District One Export Scheme

▪ The One District One Product (ODOP) initiative is aimed at promoting economic growth and creating employment opportunities at the district level in India.

▪ Recently, the Ministry of Textile inaugurated the ‘Lota Shop’ at the National Crafts Museum in New Delhi. This shop was opened by the Central Cottage Industries Corporation of India Limited (CCIC) and is a part of the ODOP initiative. It aims to promote handicrafts and support artisans in the country.

▪ The ODOP initiative was launched in 2018 by the Ministry of Food Processing Industries to help districts in India reach their full potential, foster economic and socio-cultural growth, and create employment opportunities, particularly in rural areas.

▪ The initiative is carried out in conjunction with the ‘Districts as Exports Hub’ initiative by the Directorate General of Foreign Trade (DGFT), Department of Commerce.

▪ The initiative is a centrally sponsored scheme with contributions shared by the central government and states in a ratio of 60:40.

▪ The ODOP scheme aims to benefit numerous micro-enterprises by providing access to information, better exposure to the market, and formalization. It will enable micro-enterprises to formalize, grow, and become competitive in national and global space.

▪ The scheme is expected to generate valuable skilled and semi-skilled jobs and provide increased access to credit for existing micro food processing entrepreneurs, women entrepreneurs, and entrepreneurs in Aspirational Districts.

▪ The scheme also aims to provide better integration with organized markets, thereby boosting the artisans and local vendors. Increased access to common services like sorting, grading, processing, packaging, and storage will be an added advantage.

One Nation One Ration Card Scheme

▪ Finance Minister Nirmala Sitharaman announced the nationwide implementation of the ‘One Nation, One Ration Card’ system in all states and Union Territories.

▪ Currently, around 20 states have agreed to implement inter-state ration card portability. This system is aimed at providing migrant workers and their families with access to PDS benefits from any Fair Price Shop in the country.

▪ Earlier, it was announced that all other States/UTs ready for inter-state portability will be integrated in a phased manner, enabling nationwide portability of ration card holders to receive subsidized food grains under NFSA from anywhere in the country by 1st June 2020.

▪ This initiative will be very helpful for the large migratory population of the country who migrate from one part of the country to another in search of job/employment, marriage, or any other reason and face difficulties in accessing subsidized food grains in the present system, as per the Finance Minister.

▪ Under the Targeted Public Distribution System (TPDS), approximately 81 crore individuals are eligible to purchase subsidized foodgrains such as rice for Rs. 3/kg, wheat for Rs. 2/kg, and coarse grains for Re. 1/kg from their designated Fair Price Shops (FPS), as per the National Food Security Act, 2013.

▪ Recently, five additional states including Bihar, Uttar Pradesh, Punjab, Himachal Pradesh, and Daman and Diu have been integrated with the ‘one nation, one ration card’ scheme.

▪ However, the issue of migrant workers traveling from rural to urban areas is a frequent occurrence, resulting in geographical barriers that prevent them from accessing their share of grains, thereby depriving them of their right to food. To address this problem and improve food security in the country, the government has launched the ‘One Nation, One Ration Card’ facility.

▪ The stalls provide passengers with information about the product at the railway station and facilitate the easy purchase, thus boosting local employment and promoting the product.

▪ It is worth noting that the ‘One Station One Product’ scheme was announced in the Union Budget 2022-23, recognizing the crucial role of Railways in promoting local products from different places.
