About Rupashree Prakalpa
▪ On January 31st, 2018, during the State Budget presentation for the financial year 2018-19, the Honorable Finance Minister of the Government of West Bengal announced a one-time grant of Rs. 25,000 for families facing economic difficulties, to be provided as financial assistance for the marriage of their adult daughters.
▪ The grant, to be disbursed under the name “Rupshree Scheme”, is aimed at addressing the difficulties faced by poor families in affording their daughters’ weddings, which often require them to borrow money at high-interest rates.
▪ The Rupashree Scheme will be effective from 01 April 2018 and will be applicable for all marriages from 01 April 2018.
▪ The scheme will be implemented in all districts of West Bengal.

Rupashree Prakalpa Objectives
▪ The Rupashree Prakalpa is a scheme that provides a one-time financial grant of Rs. 25,000 for economically challenged families in West Bengal, to help ease the financial burden of their adult daughters’ marriages.
▪ The grant is intended to alleviate the challenges that these families face in terms of the expenses associated with marriage, which often leads them to borrow money at high-interest rates.
Rupashree Prakalpa Eligibility Criteria
▪ This scheme shall apply to any woman who proposes to be married if her application satisfies the following criteria:
1. The applicant has attained the age of 18 years.
2. She is unmarried on the date of submitting her application.
3. The proposed marriage is her first marriage.
4. She was born in West Bengal OR she has been a resident of West Bengal for the last 5 years OR her parents are permanent residents of West Bengal.
5. Her family income is not greater than Rs. 1.50 lakhs per annum.
6. Her prospective groom has attained the age of 21 years.
7. She must have an active bank account for which she is the sole account holder. The bank account must be in a bank that has a MICR code and transacts e-payments through NEFT.

Availability of Application Form
▪ The Scheme’s Application form will be available free of cost from the following offices –
- Office of the Block Development Officer in case the applicant resides in a rural area.
- Office of the Sub-Divisional Officer in case the applicant resides in the Municipal area.
- Office of the Municipal Commissioner in case the applicant resides in the Municipal Corporation area.
Required Documents for Rupashree Scheme
▪ The following documents/certifications must be submitted along with the application form –
▪ 1. Proof of applicant’s age: Self-attested photocopy of any one of the following:
- Birth Certificate /
- Voter ID Card /
- PAN Card /
- Madhyamik Admit Card /
- AADHAR Card /
- Government-recognized School Leaving Certificate.
▪ 2. Never-married status: Self-declaration.
▪ 3. Family Income: Self-declaration.
▪ 4. Proof of Residence: Self-declaration.
▪ 5. Bank Account: Self-attested photocopy of the page of the bank book which provides the following details:
- Complete details of the account holder’s name
- Account no.
- Bank address,
- IFSC Code and
- MICR No.

- Notice for Registration of Marriage /
- Self Declaration.
▪ 7. Proof of prospective groom’s age: Photo-copy of any one of the following:

- Government-recognized School Leaving Certificate.
▪ 8. Coloured passport size photographs of the applicant and the prospective groom.
Submission of Application Form
▪ The completed application form along with all other necessary documents and certifications must be submitted before the date of marriage.
▪ The application form can be submitted to one of the following offices under which the applicant’s residence is located.
- Office of the Block Development Officer
- Office of the Sub-Divisional Officer
- Office of the Commissioner of Municipal Corporation
Application processing and money disbursement
▪ An Enquiry Officer will be assigned to each application and will conduct a field verification before submitting an Enquiry Report.
▪ All applications that have been successfully verified shall be sanctioned by the Sanctioning Officer (BDO/ SDO/Commissioner), and those with a negative report or are ineligible shall be rejected.
▪ Based on fund availability, the Drawing, and Disbursing Officer will transfer the sanctioned grant through IFMS to the bank account of the applicant, at least five days before the proposed date of marriage.
▪ Please ensure that your bank account is in an active status, as accounts that remain inactive for prolonged periods may become inoperative. In the event that your bank account is inoperative, the government will be unable to transfer the funds to you. To avoid this, it is important to use your bank account at least once every few months.
